Subject: New Protocol with California and Nevada State Historic Preservation Officers
Purpose: This Instruction Memorandum Transmits the 2014 Protocol.
Policy/Action: The 2014 Protocol was executed February 10, 2014 and is effective immediately for 5 years.
The 2014 Protocol prescribes the manner in which the Bureau of Land Management (BLM) complies with Section 106 of the National Historic Preservation Act (NHPA) and establishes procedures governing interaction between the BLM and the California and Nevada State Historic Preservation Officers (SHPO) under the BLM’s 2012 National Programmatic Agreement (NPA). The Protocol is a mission critical partnership that allows our programs to operate efficiently and effectively in accordance with the intent and requirements of the NHPA and so that the BLM can integrate its historic preservation planning and management decisions with other policy and program requirements.
Field Managers and others who may act in the role of Field Managers within the scope of this Protocol shall receive training within 90 days and annually thereafter. Details for the managers training will be forthcoming. Cultural Resources Staff and other staff as appropriate, shall receive training in the use and implementation of the Protocol including the procedural requirements of 36 CFR § 800 to be implemented in instances when the Protocol does not apply. This training will be conducted in Visalia, California, immediately preceding the 48th Annual Society for California Archaeology Meeting.
Timeframe: This IM is effective immediately.
Background: This 2014 Protocol replaces the provisions of the Protocol Agreement between the California State Director of the BLM and the California and the Nevada SHPOs (revised on October 5, 2012).
