BLM Proposes to Sell 5-Acres in Clark County by Direct Sale for Affordable Housing Purposes

Las Vegas – The Bureau of Land Management (BLM) is initiating a 45-day public comment period on a proposal to sell 5 acres of public land to the State of Nevada Housing Division for affordable housing purposes. The 5-acre parcel is located in the southern part of the Las Vegas Valley near the intersection of Agate Avenue and Kimo Street within the Las Vegas Boulevard and Interstate 15 corridor south of Blue Diamond Road.

The parcel is proposed for sale for an affordable housing community development for seniors and seniors with special needs whose income is at or below 60 percent of the area median income and who are age 55 and above. Preference will also be given to qualifying veteran households for at least 10 percent of the housing units. This proposed sale project is referred as Agate Phase II (N-92955).

The proposed sale would be pursuant to Section 7(b) of the Southern Nevada Public Land Management Act (SNPLMA), Public Law 105-263, as amended, Section 7(b), the Nevada Guidance Policy and Procedures for Affordable Housing Disposals, and under the authority of Section 203 of the Federal Land Policy and Management Act (FLPMA). The SNPLMA paved the way for state and local Government agencies to buy BLM-administered public land for affordable housing at up to a 95 percent discount. The affordable housing parcel would be offered to the State of Nevada Housing Division at a discounted value based on the purpose of the proposed development. The appraised fair market value for the 5-acre sale parcel is $1,800,000. After applying the 95 percent discount set by applicable guidance to the appraised fair market value, the proposed sale price is $90,000.

The Notice of Realty Action was published today in the Federal Register, which started a 45-day public comment period and will end November 10, 2014.
