BLM Considers Application to Convey Federally-owned Mineral Interest in Escambia County

The Bureau of Land Management Eastern States (BLM ES) is seeking public comment on an application to convey Federally-owned mineral interests of public lands in Escambia County, Florida. On September 21, 2016 the BLM published a notice of realty action in the Federal Register.
Publication in the Federal Register segregates these mineral interests from the public land laws, including the mining laws, for a period of up to two years while the application is being processed.
The Federal Land Policy and Management Act of 1976 governs the circumstances under which Federal mineral interests may be conveyed by the United States where the surface is or will be in non-Federal ownership, if the mineral interest reservation to the United States interferes with or precludes appropriate non-mineral development of the land and such development is a more beneficial use of the land than mineral development. In this case, the surface owner seeks to develop the land for multi-family and single family residential use.
