Subject: Human Capital Strategy for Concessions Management

Program Area: Recreation and Visitor Services, Lands and Realty.

Purpose: The purpose of this Instruction Memorandum is to release the Bureau of Land Management’s (BLM’s) Human Capital Strategy for Concessions Management.

Policy/Action: The BLM’s Human Capital Strategy for Concessions Management requires the BLM to use effective business practices in its concessions management program and ensure that each employee in the program is provided continuing opportunities for career development. The BLM’s goal is to ensure that a professional and well-trained workforce manages and implements all aspects of the agency’s concessions program. The BLM’s Human Capital Strategy for Concessions Management (Attachment 1) establishes the basic vision and requirements to ensure this goal is met.

Timeframe: Effective immediately.

Budget Impact: Minor costs associated with employee training courses and assignments.

Background: In the response (dated November 23, 2005) to recommendations from the Office of the Inspector General (OIG) Department of the Interior (DOI) Concession Management Report (C-IN-MOA-0049-2004, June 2005), the Assistant Secretary of Policy, Management, and Budget directed that all DOI Bureaus develop and implement Human Capital Strategies for their concessions management programs. In response to a growing interest in expanding the BLM’s concessions program, the agency needs a highly-trained workforce to manage concessions contracts and address the OIG recommendations. The BLM currently manages 20 concession leases located in the States of Arizona and California.

Manual/Handbook Sections Affected: The BLM Manual Sections 2920 - Leases, Permits, And Easements, 2930- Recreation Permit And Fee Administration, and 8390- Recreation Concession Leases And Vendor Permits.
