Subject:           Facility Compliance Status

Compliance Assessment – Safety, Health, and the Environment (CASHE) status update responses were requested via Washington Office (WO) Instruction Memorandum (IM) 2019-036.  This Information Bulletin (IB) informs field officials that the compilation of all CASHE status updates is now complete and has been sent to their respective State Offices electronically.

The completed CASHE status update spreadsheets previously sent to the State Offices show the number of incomplete findings sorted by their priority level or risk assessment code for each organizational unit.  Separate tabs in the spreadsheet describe each organizational unit’s incomplete CASHE, Radio Infrastructure (RI) CASHE, and Sustainability Inspection (SI) CASHE findings along with their priority level or risk assessment code. 

The CASHE status update will be used to:

  1. Identify CASHE recommendations that are eligible for deferred maintenance or other program funding for their implementation. 
  2. Report the BLM’s performance measure for facility compliance to the Department of the Interior. 

In Fiscal Year (FY) 2019, 115 of 120 or 96 percent of the BLM’s organizational units met the standard for “good safety, health, and environmental condition.” The performance measure goal for FY 2019 was to have 98 percent of the BLM’s organizational units rated in good safety, health, and environmental condition.  The BLM’s performance goal is to increase the percentage of organizational units rated in good condition by one percent over the previous year. 

Attachment 1 shows the number of organizational units in each State and the WO rated in good safety, health, and environmental condition. Eight states (Arizona, Colorado, Eastern States, Idaho, Montana, New Mexico, Oregon, and Wyoming) and the WO have 100 percent of their organizational units rated in good condition. 

The BLM’s continued excellent performance is due to:  (1) the identification of a portion of deferred maintenance funding to implement CASHE recommendations; (2) conducting regularly scheduled follow-up CASHE audits to verify performance; and (3) the annual issuance of this facility compliance progress report to all organizational units that summarizes the incomplete findings.
This is the 19th year the BLM has issued a facility compliance progress report.  The field should be proud of their long-term performance trend.  The first year this report was compiled only 59 percent of organizational units were rated in good safety, health, and environmental condition compared with 96 percent in FY 2019.  The field is also commended for their timely responses to the CASHE status update request.

Implementation of CASHE Recommendations:  In accordance with WO IM 2019-036, organizational units are expected to complete or request funding for the completion of all high priority CASHE, RI CASHE, and SI CASHE recommendations within one-year of their audit.  Offices may request CASHE Corrective Action funding at any time.  A backlog of unfunded projects is maintained by the CASHE Program Lead.  Requests for FY 2021 CASHE Corrective Action funding should be made no later than February 28, 2020.  This is necessary to allow the projects to be coordinated with the State Engineers and ensure that the corrective actions are included in the next FY’s Planning Target Allocation that is sent to the States in April. 

The implementation of high priority SI CASHE findings has been factored into determining if an organizational unit is rated in good condition for the third time in FY 2019.  The incorporation of SI CASHE findings into the CASHE performance measure and examples of high priority SI CASHE were presented to the BLM’s State Engineers at their November 2017 meeting.
