Subject: Availability of Mineral Materials Fair Market Value Evaluations Manual and Mineral Material Fair Market Value Evaluations Handbook
This Information Bulletin (IB) announces the release of the final revised Mineral Materials Fair Market Value (FMV) Evaluations Manual, Manual Section (MS) 3630, and the Mineral Material FMV Evaluation Handbook, H-3630-1.
The MS-3630 and H-3630-1 contain guidance for the Bureau of Land Management (BLM) employees to follow regarding the Mineral Materials program. This Manual Section and Handbook have been reviewed, finalized, and approved for field use.
A recent audit by the Office of Inspector General (OIG) found “BLM has little assurance that it obtains market value for mineral materials sales.” The manual and handbook were revised to emphasize BLM’s strict requirements on determining the value of mineral materials disposals. BLM policies and procedures outlined in these documents may differ from current practices. Field officials must ensure all BLM employees that work within this program receive this IB and implement the policy contained within the new Manual Section and Handbook.
