Special Recreation Permits
The BLM issues Special Recreation Permits (SRPs) to authorize certain structured, organized, or managed recreation uses on public lands and waters. SRPs may be required for a range of activities – such as recreation services, organized events, competitive uses, and other related proposals – when necessary to manage visitor use, protect resources, ensure public health and safety, or support coordinated recreation management. SRPs help the BLM provide consistent access to recreation opportunities while sustaining public lands for current and future users.
Applying for a Special Recreation Permit
As of Feb. 2, 2026, the BLM is processing SRP applications using updated permit categories and types established under Title III of the EXPLORE Act. The intent is to reduce administrative barriers, streamline permit processing, and improve consistency and transparency for those who require SRPs. See our FAQs for more information.

To request a Special Recreation Permit:
- SRP applications and permit actions should be submitted online through the Recreation And Permit Tracking Online Reporting (RAPTOR) system, which is BLM’s online permitting tool.
- SRP applications will be processed and evaluated using the updated Title III permit categories and permit types as outlined in RAPTOR.
- Some activities may qualify for streamlined review, while others may require additional information to address safety, resource protection, and compliance with applicable laws and land use plans.
- Requirements may vary by location based on local conditions, capacity, and resource considerations.
- If you are unsure whether your activity or event requires an SRP, you are encouraged to start by contacting the local BLM office where the activity will occur. You may schedule time with your local office through RAPTOR without submitting a formal application or you may contact them directly.
Before you apply, be prepared to describe:
- The activity or event (what you will do)
- Where and when it will occur (location and dates)
- Expected group size and use level
- Any participant fees you plan to charge (if applicable)
- Safety considerations and logistical needs (as applicable)
Important: Do not advertise, collect fees, or begin operations until you have received written authorization from the BLM.
