Report Misconduct

The Bureau of Land Management Office of Professional Responsibility (OPR) documents and investigates allegations of misconduct against BLM employees (law enforcement and non-law enforcement), whether received internally (within agency/administrative) or externally (public/citizen generated). It also responds to referrals from the Department of the Interior (DOI) Office of Inspector General.

File a complaint against a BLM employee concerning waste, fraud, or abuse

If you would like to file a complaint about waste, fraud, or abuse, contact the Department of the Interior at the DOI Office of Inspector General OIG Hotline.

Filing a Complaint against a BLM employee concerning misconduct

Persons who wish to file a complaint against a BLM employee have several ways to do so. A complaint may be filed:

  • In person at any BLM Office;
  • By calling 801-539-4279;
  • By email blm_opr@blm.gov;
  • By letter describing the complaint sent to:

When filing a complaint, please include as much of the following information as possible to help ensure that a thorough investigation is conducted:

  • Describe the incident — include the date, time, location, and name of the BLM unit (if applicable).
  • The employee’s name, badge number (if applicable), and description.
  • Identification of any witnesses — include name(s), address(es), and telephone number(s).
  • Vehicle description — include the plate number and state (if applicable).

The Complaint Process

Upon receipt of an allegation, the BLM Office of Professional Responsibility (OPR) will thoroughly review the details of your complaint. You may be contacted for additional information, so we may properly assess the issue(s). Once the complaint has been assessed, we will take any one of the following actions:

  1. Initiate an OPR review and investigation;
  2. Refer the matter to the appropriate U.S. Department of the Interior bureau/state/directorate and/or Office of Inspector General for appropriate review and action;
  3. Refer the allegation to another Federal, State or Local Law Enforcement Agency, including other Offices of Inspector General; or
  4. Hold the matter in abeyance until further, specific details are reported which would require additional consideration.

In accordance with the Privacy Act, information on the specific discipline imposed on an employee is not released.

Purpose: To assist the Bureau of Land Management, Office of Professional Responsibility with reporting and investigating allegations of misconduct by employees of the Bureau of Land Management.

Routine uses: In addition to those disclosures generally permitted under 5 U.S.C.552a(b) of the Privacy Act, records or information contained in this system may be disclosed outside DOI as a routine use pursuant to 5 U.S.C. 552a(b)(3) to other Federal, State, territorial, local, tribal, or foreign agencies and other authorized organizations and individuals based on an authorized routine use when the disclosure is compatible with the purpose for which the records were compiled as described under the system of records notice DOI-10, Incident Management, Analysis and Reporting System.
